Yes this legislation needs a name, but more than anything it needs to be split into two separate bills. The first one that focuses exclusively on climate change the second that focuses on human issues. By lumping all this together it greatly reduces the chance of it passing. Separating it capitalizes on the 69% of the population that supports climate change issues. Perhaps they could be titled:
1 - Infrastructure (the present bill)
2 - Infrastructure for the Planet
3- Infrastructure for the People
And they could be paid for differently, #2 with a carbon tax, #3 with an increase in the corporate tax.
In my opinion the biggest mistake that Obama made was choosing to use his political capital on Obamacare instead of climate change, setting us back 12 years. We don't have time for another mistake like that.
